Translation from russian: "Vitya (Victor; name) is all right. He eats what of 3 or 4 or 7 people would (a metaphor which, in this context, means that 'he has an appetite of a healthy person which is a good sign'), okay? Vitya is ok."
She says literally, "Vitya is doing normal" but I translated it as "all right".
I found the earliest post with this video from 2013, which means it is unlikely from an armed conflict (Donbass Ukraine). Chernobyl survivor is extremely unlikely, the video seems to be filmed on a phone. Chernobyl liquidators are either ok by now or long dead around '86.
I've read two versions in comments - fire wounds and late stages of syphilis. A joke that he is cosplaying ghoul from Fallout is also common at multiple places where the video is posted.
In my opinion, fire wounds seem likely given the facial skin and eyes.
If it was not first published in 2013, but post april 2014, I'd think he could've get it in Donbass war, possibly as tankman, my guess would've been a russian volunteer fighting for separatists (woman has slight russian and not Ukrainian accent, although it is hard to tell for sure even for me), plus he seems to have slight Asian facial characteristics which are more common in russians, although again could be inaccurate after surviving these kinds of burns.

Doesn't look anywhere near real to me, but.
This is why they send you home with antibiotics after hair transplant surgery.
