From what I read on the website, it's no longer just a tax reimbursement, but it actually pays the amount to people who don't file/pay taxes as well.. So definitely a form of UBI for them.

Ah, well thats the parts Biden faniggled with and im not surprised. I bet he changed child claim limits and welfare disqualifying one from recieving benifits as well.
