Not entire nations. The people who control them, though, can obviously be in cahoots, and part of a common cult. I believe this has been the case for close to 130 years, at the very least. There were so many big hoaxes in the 20th century it's genuinely incredible... except that one by one, they collapse upon open-minded research.
Nuclear science is clearly not allowed to be seriously done by anyone without that nation's government's approval and it being involved somehow.
If you want more insight on how it's possible, you could look into how true physicists, the genuinely curious ones and not the government career stooges, know that much of what Einstein theorized has largely been ruled out by subsequent observations and experiments... and yet he's still held up as the pinnacle of Physics.
The dearth of evidence to the contrary of his theories has been ignored and suppressed for decades in the the mainstream... you can't get funding if anything you do creates evidence that contradicts Einstein's theories. A wealthy and powerful group of people (and their cohorts, successors and inheritors) with similar ideologies and goals, actively ensure that.
Having said that, I don't think they are a coherent group. I think it's clear that they struggle against each other for bigger shares of power, wealth and influence.
But some lies, like nuclear weapons for example, are just too useful to all of them, and so they continue fund, propagate, protect and build upon those lies.
Add to that the saying: It's practically impossible to get a man to disbelieve something if his career and livelihood depend on him believing it.
So, Israel, Pakistan, Russia, North Korea, the US, China etc. are basically all on the same side? Sounds pretty reasonable...
