I think another purpose of this is so that the death rate stays high.
Now that people are vaccinated they can't just label any regular death as Covid, so the fatality rate would fall. So by only counting high-severity cases as Covid they boost the fatality rate and keep people scared.
Look at the tracking and in the US the fatality rate has increased from ~1% last august to ~2% today -- with basically every old person vaccinated, better treatments and procedures. This doesn't make any sense unless the denominator of low-severity or misdiagnosed infections is way less.
In fact, I bet hospitals were already not reporting high Ct counts as covid before this announcement.
