I think another purpose of this is so that the death rate stays high.
Now that people are vaccinated they can't just label any regular death as Covid, so the fatality rate would fall. So by only counting high-severity cases as Covid they boost the fatality rate and keep people scared.
Look at the tracking and in the US the fatality rate has increased from ~1% last august to ~2% today -- with basically every old person vaccinated, better treatments and procedures. This doesn't make any sense unless the denominator of low-severity or misdiagnosed infections is way less.
In fact, I bet hospitals were already not reporting high Ct counts as covid before this announcement.
They know they can play these games. It's like when burger places are fighting and one has a "quarter pounder" so the other creates a "third pounder" but people complain because "3 is less than 4"

Kinda, except in this case if they had used 28 pcr cycles to begin with the pandemic never would have existed.
Funniest thing was driving home from the gym last year and on late night radio a guy was talking about labs cycling in the 40s-60s range.
Which means Covid will disappear because non vaxxed don't test themselves
