Chronologically there were national headlines that there was a UFO spacecraft with aliens that crashed in Roswell. This was national headlines. Then there was a conspicuous cover up, followed by reinforced suspiciousness of conspicuous cover up. End result is everybody believing in UFOs and aliens, which was the initial end goal anyway.
