Mhm. Behavioral issues via disruption of hormonal systems would be just as easy to trigger (easier even) than sterilization.
I have no doubt in the capability, or the willingness, to sterilize the population, but I doubt in the voracity of such a plan. People would eventually realize the population had been sterilized, and ire would turn towards finding out who did it.
Behavioral modification, even if temporary, after a year of forced isolation, is all it would take to push the behavioral sink over the edge of the drain.
