Can't explain the Indian/Native American, but as for black people, the sketchy lines that go through the shitty parts of a city, let alone from one shitty part to another, are all packed with black people. They're the ones making it dangerous.
Also, a ton of black people seem to just hang out on the subways all day either to panhandle or look for mugging opportunities, or to try and get attention rapping or some shit.
