There's another level to this. She was the daughter of a guy who works(worked?) for the DOD. He later rewrote her paper for publication, adding her as co-author. So the lockdowns concept came from a DOD employee, through his daughter, and I don't believe he is an epidemiologist or virologist or anything like that.
