The training for underground and urban environments is not new. I assume that the cells in the background of the interview shot are related to the history of the facility. It appears that this was originally the Indiana Farm Colony for Feeble Minded Youth. I would assume that since it is really old, that the facilities had cells or they built them to replicate the urban environment.

I understand that a lot of federal agencies train there.
