I think Bing is actually worse than google when it comes to this, since bing uses whitelisting by default, whereas Google has to blacklist specific sites.

E.g. Bing only returns sites they whitelisted or pass a whitelist threshold. It was an attempt to improve quality, but it throws out alot of discussions/forums sites by default.
