Most hernia are what's called "inguinal" were intestines are pushed through the opening were your testicles "drop". From my laymen opinion, I think there's absolutely no reason to check children for hernias.
If you have a softball sized lump in your crotch than you should go to the doctor. It isn't lice inspection day where they ask everybody. Maybe OP was homeschooled.
