This puts the "systemic" in systemic racism. Any form of segregating a whole group of people into a 'lesser than' category makes them feel less part of the whole of the United States. This brainwashing is by design. Morgan Freeman even said that Black History Month is a form a racism, which I agree with. Black History is American history.
