It's because the bad guys saw through "Looking Glass" ets coming on earth after a solar flash and decided to hijack this point in space and time in effort to push their timeline.

Same with the economic reset. There is a financial reset planned by the good guys in order to fix the system , and the guys took the plan and decided to use for themselves.
