That's terrestrial FM band signals in the 100 MHz range. But any frequency can be FM modulated including ones with longer wavelengths. But FM is not generally natural. So what did they pick up? If it's cosmic whale flatus I shall be very disappointed.
Frequency modulation has a quite limited range to be fair. 40 miles .So it must be a powerful signal or the probe is close
40 miles on Earth's surface though, right? In space it should be a clear shot that mostly depends on inverse square dissipation.
