I miss those days where artifacting in video compressions meant Reptilians. That's not what they're talking about here.
However, I see his head moving normally.
Compression artifacts don't look like a smooth slide or morph.

Pay attention to the eye/nose/mouth triangle in relation to the ears. Also see how the front of the face shifts on an otherwise stationary head.
Looks like a deepfake morph to me.
