It's actually how it used to be and makes sense when you think about it. Why should someone with no skin in the game be able to vote? For example, why should some renter be able to vote when in x months they leave and the consequences of their votes now affects those landowners who are there? Doesn't seem very fair, if you ask me.
Also, fun fact... For the longest time women did not want the right to vote, because historically that meant they would have to go to war (ie. If you vote, you can be drafted). Now, that's something they don't teach ya' in the history books.
