Yes, for example, they tried to get PA to comply with their own election laws, etc. but the courts in what is called "Trump Law" made special rulings against him (see the lower court cases on the wall, trannies in the military, and the Census for other examples). These "Trump Law" decisions had no precedent nor will they be applied to later presidents.
Look, this wasn't 4D chess on his part. Let's face it, while am hopeful about the 6th and Pence being solid as a rock, Trump failed here.
I think people way, way overestimate how much power the president actually has as well. Obama didn't get jack shit done his second term, especially after the midterms. Likewise, Trump ranted and raved, but he was fighting his own party and the Dems simultaneously.

Oh, and the surest way to make Democrats be against something they supported previously, is to have Republicans support it, and vice versa.
