Seems like there's a theory going around social media that your social security number is attached to a federal reserve bank based on the number on the back of your social security card. The theory goes that if you look up the routing number for the bank that correlates with the letter. That can be used to pay bills.

Kind of. It's more like a Corporation that was set up in your name but you do not own. Trying to access said funds, without going through the correct process, will wind you up in jail. I'll give a very simple example/comparison. It's like having the Title to your car, but not owning the Certificate of Origin. This is why the State can take your car even though you own the Title. They have the Certificate of Origin because the dealer transfers it over to them and then you register your car. Same thing applies to people.
