Because there are a ton of glass front high rises with broken glass in the area, the police have been working double shifts since the night before since they didn't send them home at normal shift change, and you don't want someone getting killed by some of that glass falling and they had to get a cool photo for their insta.
Reduces the number of police needed to control access to the area.

Any idea why the mayor is issuing a curfew? Pretty sure anybody that is planning on blowing something up doesn't give a fuck about a curfew.
