The names all sound like old people name's.
Handwriting is the vote harvester who threw their votes out and replaced them before submitting.
Maybe one of the post office locations or a group home? Or maybe someone canvassing down a street?
I heard it suggested as someone working with “rock the vote” or some organization filling the forms out for people.
