The Democrats in the house would only agree to a poison pill bill that gave them everything they wanted and so much that would fuck over Trump's base and the GOP allies in the senate went along negotiating with it from there. They've been running out the clock on a second round of relief for certain industries and small business since late Spring. At times Pelosi was demanding things like universal mail in ballots in every state, no signature matching and no voter ID in the bill. Now she's feeling more charitable, but they'd rather give the victory to Biden and massive bailout to states to the tunes of trillions too.
