Same basic storyline in the 2013 'Utopia' series (the UK version, not the new American/Amazon version which isn't good).

The 2013 Utopia is jaw-dropping revelation of the method. They call the bioengineered virus "Russian Flu". The vaccine they release is meant to sterilize 95% of the world.
