Thus why CCP must outsource, and why the free(er) world has been highly fortunate they're just incompetent enough to not have found their silver bullet. They're still making their play and will happily reduce the population and blame it on whichever group they need to scapegoat and marginalize regionally. They'll follow revelations without even being aware of it.
