You don't need to pay people to riot. Riots naturally occur when large groups of people with high emotions gather together.
I mean, fuck, here in Montreal we rioted: when the Canadians won the cup, when the Canadians lost in the 2nd round, when the Canadians won the first round, during anti-police protests, rioted for schooling.... The list goes on.
There will always be shitty people that want to take advantage of a situation and start violence.
