The 2018 Executive Order on Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election states that "Not later than 45 days after the conclusion of a United States election...The Director of National Intelligence shall deliver this assessment and appropriate supporting information to the President, the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the Attorney General, and the Secretary of Homeland Security."

Why 45 days? 40 days would have placed the report on the day of the Electoral Vote. 39, would p[lace it a day before. In either case, the report might have changed the outcome of the Electoral Vote, and avoided some of the chaos which may erupt by changing the outcome after the electoral vote.

Some have argued that the 45 day limit was set so the Electoral Vote would be completed thereby implicating those who certified. Can this be the only reason?

Is there other, more mundane reasons the 45 day time period was cited? Because if not then I think we might have some evidence showing supporting the idea that the storm is inbound.
