Its always been like that. It never reads the capcha it reads a series of random numbers with strange noises over the top. I use it exclusively because it's easier to type numbers than words.
Can confirm the voice recordings have always been like that. Some also use letters instead of numbers. I've never heard them match the image.
This isn't to say that they don't have any use past being a secondary security measure...
yeah, I've used the audio captcha before, it's always been this creepy
it's done like this to avoid other "robots" to guess the audio captcha. they mix different audios (in this case sounds like people talking in the background), and then they spell the letters with a creepy (probably text-to-speech) voice just a little higher than the background, like in the clip
Having said that, the hypothesis of a massive hack is not far out, the start of the video made me wonder if they were trying to capture passwords massively or something like that.
Could it be the modern day numbers stations? It's passive and wide spread. Don't know... just seems very weird especially since it was happening during this crazy hack.
Weird. That guy's accent sounds mainland Chinese. Does Google use Chinese dudes for their audio captcha? If this was localized for China, then why read in English?

That’s fucked up
This like this always get me interested so I do a little research.
Look what I found from 2010:

edit: looks like this isn't at all uncommon, though I don't know why. But it doesn't seem to have anything to do with a hack or potential hack
If some other company site was hacked and had this same message... well then that would mean something.

Yeah my Wife is from Hong Kong and she thinks it is. I don't know. It is strange though.
