As far as I know, any Institute of Something, including Wuhan Institute of Virology could not fund anything, since such institutions are themselves exist purely on funding by those who pay for reserach - corporations or government grants.

This attempt to insert stupid allegation ruins all message.

It could be pretty valid assumption that some street war between narcodealers is an echo of war between some cartel and pharma corporation. And I even like that assumption because it is pretty reasonable to suppose that pharma corporations are very interested in hijacking illegal drugs market, and I even wonder why it is not a popular theory.

But what's the point to drag Wuhan Institute of Virology, that is obviously funded entity, not funding one into that? Is that done to make a theory that it is pharma corps, not some "cartels" really supply illegal drugs to population look stupid?

I think it could be another giant rabbit hole in that. BigPharma is a perfect and first suspect in illegal drug trade, especially taking in account that CIA and other agencies tied with drug smuggling and trade and those agencies perfectly sided with BigPharma in coronahoax providing censorship and persecution for their rivals. It is really possible, that today, it is not "cartels" who deliver most drugs to the streets, but BigPharma. And BigPharma now getting rid of non-kosher rivals. Or may be "cartels" is just BigPharma thugs and shadow dealers. Seriously, Hollywood produced tons of movies about how easy and profitable to make drugs, everyone with few flasks, white coat and respirator could do it and make millions. And BigPharma will just pass by that enormous profits having everything necessary for mass production of drugs along with secrecy and legal protection from anything? No fucking way.
