African nations don't have the government infrastructure to enforce any such mandates. They have massive informal economies with little to no government oversight. How then is government going to mandate anything to these people? The African governments which were compliant did enforce what they could. They had travel restrictions coming into the country. But if your people are mostly poor, don't travel, and don't want your vaccine then they aren't taking it.
Some also had governments not willing to even play the mask and test game, which is why some black leaders were assassinated. Tell me that isn't pressure to conform.
