i don't quite get the ax head part, other than the weak can be bound together and weaponized (or used as a threat, since the whole fasces ax instrument doesn't seem to be an ideal ax). the ax is kind of a wedge for splitting any large or powerful branch, so it's an instrument that has a mechanism for self-regeneration, destroying the strong to bound the weak together.
