Look - by collecting information on US citizens they indirectly restrict the speech of Americans and restrict their desire to say something in internet. But they are completely incapable to do that with foreighers, who absolutely don't give a fuck about all that US three-letter agencies, as I personally easily do. So, US three-letter agencies de-facto effectively cut US citizens rights while others are completely free to enjoy them, while they have to do exactly opposite - protect US citizens rights and control foreigners.
IDK if that could be somehow tried in court or questioned in representative branches of government, but I think it could worth the try to rise the discussion in that angle.
