Literally their government like a carbon tax charged people for rainfall, it was deemed rainfall could be taxed, it was also like any other natural collections they had for centuries, like on all those people who weren't connected to the water grid, so they'd still pay water rates to the debts it made to the water company placing the pipes. Eventually after revolution it changed some legislation. Happened around the 70s.

But yea how much population did they just shove into California and how much population did the Globe just make this last couple decades. Suddenly hahaha tax everybody else more for rain.
