• Most world leaders got a name so bad right now that it's hard for them to actually start a war completely unopposed and unimpeded
• The American Empire hasn't collapsed yet.

Emphasis on the American Empire has not collapsed yet because a full blown WWIII scenario will require the collapsing (aka total, full frontal demolition) of the White House regime and the USA collapsing into Civil War before being united by a dictatorial government who WANTS to attack Russia and China.
