However, in Russia, if it will be fully approved and financed, it will be slightly different than on the west. First of all, most money will be stolen by those who organized that. Than, for the tiny amount of money some students will be hired for cheap to implement it. So, it will be very optimistic to tell that half of that systems installed will work somehow. Then, because bureaucrats can't think more than one step ahead, installed systems will degrade and break, due to the absence of any service. Even if they finally find finacing for service it also will be stolen and tiny amount of it will be provided to incompetent pocket service companies.

Even among speed cameras, that literally make money for government with driver fines, I think 15-25% does not work at any given moment, as I notice on roads. Russian speed cameras have powerful IR floodlight to light up the license plates at night and day for IR camera to avoid problem with sun, weather and mud, and that IR floodlights made from IR leds that have tiny visible part of spectra, so, at night you could easily see if they work or not.

So, they really do it, but fortunately not very thorougly because of enormous greed. That does not mean that they don't want to implement that orwellian total surveillance. They want it a lot. But greed is stronger.
