Israel doesn't have the physical mineral resources yellowcake for uranium and though they have reactors and probably breeder reactors, producing plutonium in the breeders takes resources Japan has and Israel doesn't. (However, Japan too doesn't have the minerals so I don't unferstand how they obtained the raw materials. I smell decades of intrigue.)
