This doesn't seem plausible. Hillary Wang would have had to do this massive amount of curating alone--looking into literally hundreds of millions of devices to seek out relevant images to download. It is more believable that the NSA has already done this work ahead of time to all Americans and has a database built around all the images. Hillary just copied the stuff already conveniently sorted.
