Ufos (and by that I mean flying sucers and related flying machine) are primarily clandestine surveillance craft first mass produced around the 40's. They are built by the same creature that builds every other flying machine in the known universe. Today, it is highly unlikely that they are under the control of any nation we know of.

Aliens exist only in fiction. That's where they come from originally/first, and that is where they still live today.
