Still don't get the logic.

In the 1990s a whistleblower came forward after working on deep underground military projects.

OK, we have a wistleblower with some important info.

He claimed our planet has been invaded by hostile extraterrestrials who live in subterranean colonies.

Nice info, definitely worth sharing with public. But what is the reason for delaying actual release?

Right before publishing coordinates to all the bases

What prevented this wistleblower to publish coordinates along with his first claim, completely avoiding any sense to kill him?

he 'commit suicide' & his manuscript was stolen.

So, someone claim that he will disclose some dangerous information later, inviting ones who want to hide this info to stop him and giving them ehough time to do that. What is the point? Are all that wistleblowers so stupid to make the same mistake again and again? What could be any logical reason to anounce some important info and suspend its release? Why not release all that info in first case? It is insane, dumb and illogical.

If you have some critical info - release it in one shot, and that's all. This will protect you from anyone who want to keep this info hidden because it will be too late to hide it. There will be no any sense to exterminate you.

If that "wistleblowers" are so stupid, what is the point to talk about them? If they are so stupid, what is the chances that their info worth something? With that level of stupidity they could easily think that 2*2=4 is the top secret.

Or they just ordinary attention whores and have nothing real to disclose.

In any case, if "wistleblower" announce disclosing something important "later" - it is a bullshit. There can't be any logical reason to suspend such disclosure for a single second.
