2. True, but also as quickly as possible for this virus because we do not know what will happen.

3. Testing is a big part of it, but they also wanted some protection as quickly as humanly possible.

As for what follows:

Honesty: Of course not! Don't be ridiculous. They can't be honest about a potential bioweapon attack without risking all-out nuclear war.

S vs. N proteins: I have no earthly idea, but there is a faction of powerful people who want the shots to be only slightly effective. Pharma wants to sell boosters and pills, and the elites want to depopulate developing nations.

Mask mandate: That is barely about COVID-19 (maybe to reduce R a tiny fraction). The masks are really about preparedness for other biological attacks (bacteria, parasites, etc.) and especially, I kid you not, to reduce work absenteeism due to other illnesses to boost economic productivity as a last-ditch effort to compete with China and slow their global takeover.
