The Bible discusses at least three heavens; this is shown when Paul the Apostle describes being taken up in a vision to the "third heaven." My best guess is that the lower "heavens" are a sort of layered latticework superimposed onto material reality, while the highest "heaven" which is the home of Holy God is something of which we cannot even begin to conceive, for it is outside of and beyond the creation.
