Very familiar with Gary Webb.

What we kind of think we discovered when we were trying to understand the genesis of these draconian gang-enhancement sentences is a story about how the state of CA created a legal spiderweb that would give them carte blanche to lock up whoever with minimal evidence...when they decided to put it all into effect roughly corresponds with when both CoreCivic and GEO group (private prison companies) took over a lot of state prisons in CA.

I was never able to find the exact connection between this perfect storm of legislation framework and the concerted effort from the state to hit every single 'gang member' with huge sentences, but I'll eat my hat if private prisons coming into CA at the exact same time the AG started handing out crazy-long sentences for minor crimes aren't somehow related.

The story is clear on paper ———> prop 21 is passed in 2000 and it kind of supercharges the STEP act, which had been established in the 80s and basically created 'gang injunctions', which stripped ppl of their normal constitutional rights if it was suspected they were in a gang. At the time, this didn't seem so unreasonable as the crack epidemic was creating a fuck ton of death and violence in LA, but it laid the legal groundwork that would then be exploited by the state later on.

-NY police commissioner resigns right after 9/11 and relocates to LA.

-The LA DA suddenly gets punchy and starts dropping huge sentences on ppl from south central ppl for minor crimes, using the supercharged STEP act to give ppl 20 year sentences for things as simple as hanging out with someone who's a known gang member. This was possible due to prop 21 along with the newly passed patriot act.

-These private prison companies take over a lot of CA state prisons (it is hard to find the actual dates these organizations officially took over many prominent CA prisons)

This was all discovered from reading legislation and crime + law journal articles. Info about William Bratton (the police chief of NY during 9/11, and then the police chief of LA while all this was happening), is difficult to find. Interestingly, he was associated with Kroll (who's fingerprints are all over 9/11 as conspirators). This guy moved to LA from NY after 9/11 and oversaw this push for intense sentences (which lead to a substantial reduction in crime in LA). Like I said in the above post, the private prison corporations coming in right around the same time these insane sentences get start being handed out cannot be a coincidence. I do not believe in coincidences. However, I have not been able to find anything tying these two things (crazy sentences, private prisons) together. I'm not an investigative journalist and once Nipsey died this whole project kinda got jettisoned....there's 100% some shady shit going on here though.
