That is not true. Communist Party members was less than 10% of USSR population in 1989. Check it in any source you want. It was very hard to join to Communist Party in USSR. It was a filter that prevented individuals to access the ruling class. Only ones who prove their loyalty to the Party allowed to join. Process took months and years. And most normal people do not even want it.
