Unfortunately the vaccines are much like the election, they couldn't do anything before the crime had actually happened and the evidence was gathered.

The weak and naive will unfortunately take a hard hit but realistically there is NO WAY short of just starting to blow up vaccine manufacturing to stop it, and that would just postpone the problem and even give the assholes more valid ammo to use, so the unfortunate reality is that they only way to effect lasting change is to unequivocally prove damage, after it has happened...
