Nearly all dudes who participate in Manhattan project was quintessence of evil, really. F.e. Oppenheimer proposed to contaminate German soil with strontium 90 filled dirty bombs to poison German food supply. It was around 1942-1943, long before nuke project.

I would not be surprised if this project Sunshine was not about abstract contamination after nuclear tests around the world, but because of testing earlier projects with that Oppenheimer idea, since Oppenheimer idea used strontium 90 as contaminant and project sunshine look for strontium 90 decade later in bones.

Strontium 90 works like calcium in human body, and calcium have slow metaboilsm, so strontium-90 needs many years to accumulate in bones in detectable amounts. Decade is more reasonable deadline, than few years since massive nuclear tests of 50s for looking for strontium 90.

It is possible that insane Oppenheimer idea was implemented in 40s and tested/used in some areas. That is why they need baby bones from distant places decade later. To check how that's work.

Hopefully, strontium 90 is not very harmful contaminant, it is cheap and radioactive, but it β-decay into yttrium 90 and then yttrium 90 β-decay into zirconium 90. So, it only emits high-energy electrons and neutrinos, which are less harmful than gamma-radiation, and you need to consume to really high amounts of strontium 90 for a long time to get some very unpleasant effects on marrow or whatever. Also, calcium (and so strontium) digested by human body only in specific compounds, so it should pass all chains of chemical reactions in nature to finally settle in our bones. This is unlikely in case of plutonium and uranium nukes tests few years ago.

What if really there was strontium 90 dirty bombs used in WWII and this project Sunshine is a study of consequences of that dirty bombs usage, and not recent nuke tests? And that is why they need baby bones from Europe and other places. And "shortage" was just a cover to hide world-wide usage of strontium 90 dirty bobms.

PS: hopefully, strontium 90 have 25 years half-life and yttrium 90 have a half-life of days, so most of it, if used in WWII already decayed and turned into stable and inert zirconium 90. It will be interesting to analyse amount of zirconium 90 in modern soils all over the world, it could uncover unnatural spots somewhere on Earth which could be proof of Oppenheimer strontium 90 dirty bombs usage.
