The authoritarian types who are attracted to being mods look for reasons to flex their authority muscles and get a thrill out of it, being a petty dictator, and so. These people are mentally ill but partly functional. A problem is there's no process to screen mods and reject the psycho ones. There is at least one neocon extremist mod around here too who I think belongs to Israel.
