It's called the Flame of Liberty. Was put there in 89. It's like a replica of the flame from the statue of Liberty. Looking up this statue of liberty, the woman.. "The statue is a figure of Libertas, the Roman goddess of liberty." Lookin at this chick and the long nose.. looks like Diana. That's the same character as on top of the capitol building. Statue of Freedom with stars around her helmet. You can see what she looks like better on that statue.
