An EMP, would solve almost all of it. Seriously if they're serious about climate change they'd get rid of the cellphone. They'd make the Internet a resource only read/write only information provider. Not a utility.

Until today all that war achieves is mass migration. Those weapons of mass projection haven't worked unless they're backfiring.
