The steel frames of neighboring buildings absorbed energy too but were large enough masses not to heat up as much as the cars, and not as close to the bombs (energy available to be absorbed drops off as square of the distance hence close metal heats a lot, far metal heats less but thin metal will still heat enough to burn paint).

After this, for the construction of the replacement towers, all truck entries under the building (there are loading docks underneath) were always scanned for radiation on entry by equipment the security company sells.
