AFAIK, from personal expirience, Communist Party 5-years plans are in no way secret or whatever. On the opposite, they usually was widely published in state press and delivered by ministries with high detalisation to the corresponding enterprises.
In USSR nobody hide that 5-year plans and they was nearly mandatory to study for every Communist Party member. As schoolchildren we also was told about them, shortly, of course, mostly about how more wheat will be grown, how many new planes, ships, trains, power stations and so on will be build and what new industries should appear.
