edit: i'm not dismissive of the weather manipulation idea. just water vapor is able to be mucked about with via emf or magnetics, so of course mucking about with clouds and fronts should be technically feasible. then add in other variables like airborne particulates either deliberately placed or even just secondary to human activities, and manipulating weather at any scale becomes an engineering prob.
